' Meaningful Vote 3' could be held day before Brexit

Speaker John Bercow blindsided May's office on Monday by ruling the government could not put the same Brexit deal to another vote in parliament unless it was substantially different to the ones defeated on January 15 and March 12.

The pound rose by 0.2% in early trading local time, keeping its head above water at the $1.32 level, where the currency trade seems to stabilise in between volatile swings.

At a meeting of Cabinet in Downing Street, Mrs May voiced her "absolute determination" that MPs should have another chance to vote on her Brexit deal, despite the bombshell intervention of the Commons Speaker.

He said the "government can not legitimately... resubmit to the House [of Commons] the same proposition or substantially the same proposition as that of last week".

May's strategy was brought up short by the speaker's announcement that there would be no third attempt of a sale - unless the goods on offer were new and different.

This morning, the Tánaiste Simon Coveney travelled to Brussels to meet with EU Brexit Coordinator Guy Verhofstadt and Chief EU Negotiator Michel Barnier.

Precedents dating back to 1604, show that substantially similar proposals can not be voted on in the House of Commons a few times during the same session of parliament, Mr Bercow highlighted.

Mr. Bercow said the deal would have to be "not different in terms of wording, but different in terms of substance" before MPs could vote on it again. Extending without a clear plan will add to the economic cost to our businesses and a political cost for the EU.

MPs last week backed a plan by May to seek an extension to the negotiating period beyond 29 March.

The talks appeared to be positive, and several Conservative hardliners had said they would be willing to follow the lead of the DUP.

By rule, Speaker Bercow's interpretations of House of Commons conventions are binding, unless there is a majority vote to break with an invoked ruling.

"This is a question for the British authorities", she said.

A senior European Union official said that technically the United Kingdom could submit such request for an extension as late as "one hour before midnight" on 29 March, and it can be approved after the European Union summit by the council of member states through a written procedure.

"The ruling from the speaker has raised the bar and I think that makes it more unlikely the vote will be this week", Barclay said.

The 2016 referendum, which produced a 52-48 percent vote to leave, exposed deep divisions and has fuelled soul-searching about everything from secession and immigration to capitalism and British identity.

Mr Tusk has previously said he will appeal to European Union leaders to be "open to a long extension if the United Kingdom finds it necessary to rethink its Brexit strategy and build consensus around it". "Now we have this ruling to deal with, it is clearly going to require a lot of very fast but very deep thought in the hours ahead".

An official in President Emmanuel Macron's office said a failure by parliament to vote on the deal and the absence of any credible alternative would push Britain along the path to "no deal".
